Overview The first of many major refining acquisitions, Valero acquired the Texas City refinery and two other Gulf Coast facilities when it purchased Basis Petroleum from Salomon Inc. in 1997. As part of Valero's companywide pursuit of increased productivity, several recent upgrading projects have significantly enhanced the feedstock flexibility and product diversity of the refinery.
Output In the past five years, Valero has invested over $750 million in Texas City refinery expansions and upgrades. Most recently, the plant completed a major expansion consisting of a delayed coker and gasoline desulfurization unit, which enable the refinery to process heavier crudes and to improve its ability to meet growing market demand for cleaner transportation fuels.
The residfiner unit, placed in service in 1996, was converted to a FCCU feed pretreater as part of the new coker installation. This conversion allows the refinery to produce 87,000 BPD of sweet, high quality gas oil, which can be sent to the FCCU or sold. The number three crude unit was also modified as part of the coker project to allow processing of heavy, more economical crude slates. Major units at the refinery include:
- 215,000-BPD crude distillation complex
- 105,000-BPD gas oil hydrotreater
- 80,000-BPD distillate hydrotreaters
- 85,000-BPD fluid catalytic cracking complex
- 50,000-BPD delayed coker unit
- 55,000-BPD gasoline desulfurization unit
- 32,000-BPD ROSE unit
- 18,000-BPD naphtha reformer
- 15,000 BPD alkylation unit
Location/Access The Texas City refinery is located approximately 40 miles southeast of Houston on the Texas City Ship Channel. This placement provides the flexibility to receive feedstocks and ship products by tanker. The Texas City refinery also has access to the Colonial, Explorer and TEPPCO pipelines for distribution of refined products to numerous markets.
