= OSHA’s Voluntary Protection Program (VPP). Earning certification is a rigorous and complex process designed to ensure that only the best safety programs qualify. As of September 2006 only 23 out of 149 refineries in the U.S. have earned this prestigious designation, and Valero owns nearly half of those VPP sites.
