Entergy has ``restored a small portion of power'' at Valero's Port Arthury refinery, Valero spokeswoman Mary Rose Brown said. ``Repairs are continuing and we still expect to restart within a month from shutdown.''

Valero's Port Arthur refinery has a total througput capacity of 250,000 barrels a day.
