Wilmington Refinery
Overview

The Valero Wilmington Refinery was commissioned in 1969 and has had three major expansions to become a fully integrated refinery and several upgrades to meet clean-fuel standards. The Wilmington refinery processes a blend of California and foreign crude oil, as well as unfinished feedstocks from local and foreign sources. Given its coking and desulfurizing capabilities, it is particularly well-suited to process lower-cost heavy, high-sulfur crude oils and feedstocks. The refinery also produces 15 percent of the asphalt supply in southern California. Refined products are distributed from the Wilmington refinery through a network of third-party pipelines and terminals in southern California, Nevada and Arizona, and then on to wholesale and retail customers.

  • Located in Wilmington, Calif., on a compact 120-acre site 23 miles south of downtown Los Angeles
  • Significant new construction and upgrades took place in the early 1980s and mid-1990s with the latter focused mainly on the addition of hydrotreating capacity
  • One of six refineries acquired in the purchase of Ultramar Diamond Shamrock in 2002
  • Total throughput capacity of 135,000 barrels per day (BPD)
  • Products include California Air Resources Board (CARB) gasoline, jet fuel, ultra-low-sulfur diesel (ULSD), CARB diesel, propane, coke and asphalt
  • Location has made it a frequent backdrop to many Hollywood movies and commercials
  • Connected by pipeline to marine terminals and associated dock facilities that are used for movement and storage of crude oil and feedstocks
  • Operates a refined-product marine terminal which is leased from the Port of Los Angeles
  • Products including jet fuel, diesel fuel, light cycle oil, fluidized catalytic cracker slurry oil, and liquefied petroleum gases (LPGs) can also be shipped using on-site track racks
  • Employs approximately 440 individuals

  • First California refinery to earn U.S. Occupational Safety and Health Administration (OSHA) Star Site designation, the agency's highest plant-safety recognition, under the Volunteer Protection Program (VPP); reapproved as a Star Site in 2011 by Cal/OSHA (California Division of Occupational Safety and Health)
  • Chosen to receive the prestigious Employee Giving Award-Mid-size Company Category at the United Way of Greater Los Angeles' 2012 Annual Philanthropy Awards; the refinery's United Way campaign is in the Top 20 list for all of Los Angeles County
  • Recipient of the 2011 Valero Chairman's Award for Reliability, recording no unplanned major-unit outages for the year and performing at best-in-industry levels in mechanical availability, outside of turnarounds
